
ZIM Integrated Shipping Services is a global shipping company specializing in containerized cargo and RoRo (roll-on/roll-off) transportation, with a strong presence across Asia, Transpacific, and intra-Asia trade lanes.
At the end of the year, ZIM Japan faced a critical leadership gap. The Country Manager – who also held responsibility as National Sales Manager – departed, leaving the organization without a senior leader. With no internal successor identified and only a temporary sales lead in place, the business required an immediate and high-impact hire to ensure continuity and stability.
Problem
This search was shaped by a combination of urgency, market dynamics, and external uncertainty that significantly impacted candidate behavior.
The leadership gap was immediate and highly visible. Beyond simply filling a vacancy, the new Country Manager would need to rapidly establish credibility across multiple stakeholder groups – internally across regions and functions, and externally with customers and partners – while taking full ownership of the P&L and defining a clear commercial direction.
At the same time, the talent market proved particularly challenging. Senior candidates in Japan’s shipping industry are limited in number, highly networked, and often cautious when considering moves. This was further complicated by widespread rumors of a potential acquisition involving Hapag-Lloyd. While no decision had been confirmed, the uncertainty created a perception of risk that made many qualified candidates hesitant to engage.
This hesitation was validated early in the process. ZIM had already identified a strong candidate and progressed him through interviews, reaching the offer stage. Despite being highly interested, he ultimately withdrew, citing concerns about the company’s future stability – even after being presented with financial safeguards.
The combination of urgency, perceived risk, and a tightly constrained talent pool made this a particularly complex and high-stakes search.
Approach and Methodology
FocusCore was engaged on a retained and exclusive basis, allowing for a fully dedicated and strategic approach.
The search began with detailed alignment sessions with stakeholders in Haifa. These discussions went well beyond the job description and focused on defining what success would look like in practical terms. The ideal candidate would need to combine strong commercial acumen with hands-on leadership, demonstrate proven P&L ownership, and be capable of navigating a fast-paced and often ambiguous environment. Just as importantly, they would need to gain the trust of a local team of 20+ employees and operate effectively within a highly matrixed international organization.
From there, FocusCore conducted a comprehensive mapping of the Japan market. The primary focus was on Country Manager and “CM-1” level profiles within container shipping, complemented by select senior commercial candidates from ocean freight forwarding who possessed strong business development and leadership experience. Given the limited talent pool and off-limits constraints, this required a highly targeted and disciplined approach.
A critical part of the methodology was how the opportunity itself was positioned. Rather than avoiding the topic of uncertainty, FocusCore addressed it directly with candidates. By providing balanced context and acting as a trusted intermediary, we helped candidates navigate the perceived risk while clearly articulating the strategic upside of the role – particularly the level of autonomy, visibility, and impact associated with leading the Japan business.
Solution and Implementation
Despite the challenging conditions, FocusCore was able to generate strong market traction and build a high-quality pipeline of candidates.
Within a short timeframe, seven qualified candidates were identified, engaged, and presented to ZIM. This significantly exceeded initial expectations, as the client had anticipated that the market conditions might yield only one or two viable options.
The strength of the shortlist was reflected in the client’s response, with ZIM inviting all seven candidates to a first-round interview – an uncommon outcome for a search of this nature.
The process then progressed efficiently through multiple stages. Three candidates advanced to second-round interviews, with one ultimately progressing to a final stage including a third interview, reference checks, security clearance, and a particularly thorough external assessment, incorporating a business simulation and leadership evaluation.
Throughout this process, FocusCore maintained close coordination with both client and candidates, ensuring alignment, managing expectations, and sustaining momentum despite scheduling constraints and ongoing external uncertainty.
Results and Impact
The search was successfully completed within two months – an exceptional outcome given the market conditions and initial setbacks.
The appointed Country Manager brought strong commercial and P&L experience, along with the leadership capability required to manage and develop the Japan business. His appointment restored stability to the Japan organization and provided ZIM with a leader capable of navigating both the operational demands of the role and the broader strategic context.
Beyond the hire itself, the process delivered additional strategic value. The breadth and quality of the candidate pool gave ZIM a comprehensive view of the market, while the structured and transparent approach helped reinforce internal confidence during a period of uncertainty.
Lessons Learned
This search highlighted the importance of actively managing perception in the talent market. In situations where external uncertainty influences candidate decision-making, success depends on addressing concerns directly and credibly rather than attempting to work around them.
It also reinforced the value of a retained and exclusive search model in complex scenarios. The ability to commit fully to market mapping, candidate engagement, and stakeholder alignment was critical in achieving both speed and quality.
Finally, the project demonstrated that even in highly constrained and risk-sensitive environments, a well-executed search strategy can unlock a broader and stronger talent pool than initially expected – turning a high-risk mandate into a successful outcome.
